MANCHESTER, N.H. — A Manchester, New Hampshire, man was arrested again and charged with violation of privacy for the fourth time for reportedly peeping on women in the restroom.
Travis Demers, 21, was taken into custody by Manchester Police on Thursday at the Hannaford's Supermarket on Hanover Street. This is the fourth time since July that Demers has been alleged to be peeping on women.
"I'm very concerned that Demers continues this course of conduct despite having been in front of the judge on two previous occasions," says Manchester Police chief Carlo Capano.
"He has demonstrated his disregard for the legal system by his actions, and failing to appear in court on one occasion. At some point we have to take the victims into consideration when bail is being determined.
"Demers' repeated arrests while out on [personal recognizance] bail absolutely creates a risk to the public as he continues to victimize people in our community."
Police spoke to an employee and were able to watch surveillance video of the latest incident. It shows a man walk into the bathroom around 5:24 p.m. and five minutes later an employee also goes in. She told police that she didn't see any feet in the stall next to her, but felt someone was there and it was oddly quiet in the bathroom.
When she exited her stall to wash her hands and looked in the mirror, she saw two grey sneakers in that stall.
At 5:37 p.m. the man comes out of the bathroom, walks outside and is seen sitting on a bench with his phone in his hands before walking to his car.
When police stopped his car and identified him, they realized he had an active arrest warrant out of Merrimack County Superior Court for failure to appear on a robbery charge.
Demers was also charged with falsifying physical evidence, because he initially hid his phone from police, and violation of bail conditions because he was out on bail for previous offenses. Specifically, three counts of violation of privacy for three separate incidents that happened this summer.
On Aug. 9 he was found in a bathroom stall by an officer at the Mall of New Hampshire, after a similar incident there on July 27. He is suspected of going into the women's bathroom and either videotaping or taking photos of women in the stalls on both dates.
On Aug. 2, Demers was seen in a women's dressing room at the Savers on South Maple Street. Three victims have been identified and the investigation is ongoing.
