Revere man faces animal cruelty charges after allegedly abandoning dog, chaining him on beach

REVERE, Mass. — A 27-year-old Revere man is charged with animal cruelty after he allegedly left a dog chained to a steel rod and a large rock on Short Beach in Revere, Mass. State Police announced Monday.

That man, identified as Elias Pacheco-Osario, was arrested Friday for the incident that allegedly took place Sunday, August 29. On that day, just after noon, State Police were called to Winthrop Parkway for a report of a dog chained to a pole near the shoreline of Short Beach.

Officials found that 50-pound male pit bull mix with a metal chain around his neck with a large rock attached to it to prevent the dog from escaping. That chain was also attached to a bar of steel near where the high tide meets the sand. Police said that dog could have drowned hours later had he not been found.

That suspect, when later being questioned by state police about abandoning the dog, allegedly told authorities that he had decided he could not keep the dog any longer.

The dog is currently being cared for at Ocean View Kennels in Revere. Pacheco-Osario is set to be arraigned in Chelsea District Court on Tuesday.
