Step 2 of Phase 3 of the state’s reopening plan begins Monday in most Massachusetts communities, which will ease restrictions and allow more people to gather at certain places.

“High-risk” communities like Boston with higher rates of COVID-19 are not allowed to move to this next step yet.

Starting Monday in low-risk communities, indoor recreation businesses like laser tag, roller skating, and trampoline parks are allowed to reopen for the first time in about seven months with a capacity limit of 50%.

Fitting rooms are also allowed to reopen in retail stores.

Fitness centers, museums, libraries, driving and flight schools can increase their capacity to 50%, and indoor performance venues can now reopen with 50% capacity and a maximum of 250 people.

Gathering limits in certain situations are also expanding.

The indoor limit remains at a maximum of 25 people, and outdoor gatherings at private homes and backyards are still limited to 50 people, but outdoor event venues and public settings can now host a maximum of 100 people.
